How can I create a searchable web site or blog consisting of user-generated content?
Are there any blogs, programs or platforms out there that would allow me to take users’ ideas or suggestions, and compile them in such a way that other users can search the site for relevant information?

A wordpress-driven blog or phpbb powered forum allows you to get the content search function you want.

If its usergenerated you are probably using a forum software like Vb or PhpBB if so there is a search function. Just integrate it with your design better.

You will need to use one of those programs, like the google search site funciton. I know that his works for websites and forums, but I am not sure if it will work for blogs.
When for both websites and forums, each content the user generates will have its own metadata in it, which will allow the search site function to find them. But I am not sure if the comments left on blogs will have this.
So if you are planning a website or forum, it is not a problem. But for blogs, you might need to check the different options each blog website and software has to see if you can make it work.
